Malaysia is preparing to launch a groundbreaking initiative that will extend protection to workers beyond regular office hours. Prime Minister Datuk Seri Anwar Ibrahim announced the Non-Employment Injury Scheme, designed to strengthen the legal framework and expand safety nets for employees, including those engaged in remote or flexible work arrangements.
Work and Life Boundaries Have Changed

Speaking at the World Social Security Forum 2025, Anwar highlighted how the modern workplace no longer ends at the office or factory. He noted that employees continue to face risks after work hours, as accidents and injuries can occur anytime, regardless of business hours. The scheme is meant to address this evolving reality by providing continuous coverage.
Expansion of Earlier Plans by Human Resources Ministry
This move builds upon an earlier announcement by Human Resources Minister Steven Sim, who in February revealed plans for a Non-Occupational Accident Scheme (SKBBK). That scheme aimed to protect workers injured outside standard working hours. The newly introduced Non-Employment Injury Scheme goes further by embedding such protections into Malaysia’s broader social security system.

The government’s effort reflects its commitment to adapting laws and safety nets to today’s flexible work environment.
