New Regulation and Scope
Starting 1 October 2025, Malaysia will enforce mandatory speed limiter devices (SLDs) for tour buses, express buses, and goods vehicles manufactured after 1 January 2015. This applies specifically to tour and express buses with a gross vehicle weight (GVW) over 5,000 kg and seating capacity of more than eight passengers, as well as goods vehicles exceeding 3,500 kg in GVW.
Verification and Compliance Requirements
Transport Minister Anthony Loke stated that installation, configuration, and activation of SLDs must be verified by a JPJ-recognised panel. Upon verification, a slip and functionality report will be issued, which must be presented at Motor Vehicle Inspection Centres, or during permit renewals with APAD and LPKP. The verification report and slip must also be carried in the vehicle at all times for enforcement checks. To ensure devices remain functional, verification must be renewed every two years, and weekly reports uploaded into JPJ’s online system.
Low Compliance Levels

As of 24 September 2025, approximately 108,805 vehicles fall under this requirement, but 97% have yet to complete verification. Minister Loke expressed concern that some operators are dismissing the directive or hoping for government leniency. However, he stressed that enforcement will move ahead as scheduled.
Enforcement Measures

From 1 October, JPJ will conduct road checks. Non-compliant vehicles may be issued Notice 114 (Notis Panggilan Temu Siasat) and given 10 days to provide proof of installation and verification.
Phased Implementation
The directive will be expanded in stages. From 1 January 2026, vehicles manufactured before 1 January 2015 will need activation of existing SLD features via their electronic control units (ECUs). Beginning 1 July 2026, commercial vehicles without SLDs will be required to undergo retrofitting, subject to JPJ approval.
Government’s Firm Stance
Minister Loke reiterated that the government’s aim is to strengthen road safety through strict implementation of SLDs. Non-compliance will not lead to delays or policy withdrawals but to strict enforcement.
