JPJ Generates RM36.6 Million from Special Number Plates in 2026 to Date; 50% Channeled into Transport Welfare Initiatives

The Road Transport Department (JPJ) has accumulated approximately RM36.6 million from the sale and bidding of special vehicle registration number (NPI) series in 2026 to date, with half of the proceeds earmarked for Ministry of Transport (MOT) community welfare and public transport programmes.

  • Special registration plate series have generated RM36.6 million in revenue through the first nine months of 2026, following collections of RM63 million in 2025 and RM46 million in 2024.
  • Under current federal fiscal frameworks, 50% of net proceeds are redirected to the Ministry of Transport to finance targeted socioeconomic transport assistance.
  • Funded initiatives include the MyLesen driving licence assistance scheme, FLYsiswa flight subsidies, free motorcycle helmet replacements, and SOCSO social security contributions for transport operators.

The revenue disclosure was confirmed during the introduction of the new “H” special registration series, marking the latest addition to JPJ’s online bidding portfolio through the JPJeBid system. Collections throughout 2026 have been driven by high-demand custom releases, including the “FH” series launched in January, the “P_P” series in April, and the “V_MY” series rolled out in June.

The 2026 collection follows a record intake in 2025, where high-profile bidding rounds—notably the “A_A” series that generated over RM24 million on its own, alongside releases such as “VIPS”, “SIS”, “GM”, “FG”, and “ANSARA”—yielded nearly RM63 million. In 2024, special series including “GOLD”, “FFF”, “EV”, “PETRA”, and “MADANI” brought in RM45.9 million. Across the three-year period, special number plate tenders have generated over RM145 million for government coffers.

Under statutory financial arrangements, all gross proceeds from the JPJeBid auctions are first deposited into the Federal Consolidated Fund administered by the Ministry of Finance. From this total, a 50% allocation is disbursed back to the Ministry of Transport to fund public-oriented assistance schemes:

  • MyLesen Programme: Subsidises test fees and training costs for B2 motorcycle licences, Goods Driving Licences (GDL), Public Service Vehicle (PSV) licences, and e-hailing credentials for lower-income individuals.
  • FLYsiswa Flight Subsidies: Provides direct transport subsidies for public university, polytechnic, and matriculation students traveling between Peninsular Malaysia, Sabah, Sarawak, and Labuan.
  • Safety Initiatives: Finances nationwide road safety campaigns, including free SIRIM-compliant motorcycle helmet exchange programmes for adults and children.
  • Operator Welfare: Sponsors mandatory insurance coverage under the Self-Employment Social Security Scheme (Perkeso) for self-employed taxi, rental car, and school bus operators.

The revenue mechanism allows the transport ministry to maintain recurring welfare and safety budgets independently without solely relying on direct annual treasury allocations.
